Child Safety Standards Policy (CSAE Prevention)

1. Policy Purpose

This Child Safety Standards Policy establishes EMPATH’s zero‑tolerance framework to prevent, detect, respond to, and report all forms of Child Sexual Abuse and Exploitation (CSAE). It protects minors using our platform and upholds global child protection norms.

2. Scope & Definitions

  • Applicable to: All users, content, AI accounts, interactions, and services on EMPATH.
  • Minor / Child: Any person under the age of 18, consistent with the UN Convention on the Rights of the Child.
  • CSAE: Includes, but is not limited to:
    • Child Sexual Abuse Material (CSAM): visual, audio, or written content depicting minors in sexual contexts.
    • Grooming, luring, or coercing minors for sexual purposes.
    • Solicitation, sharing, or distribution of child sexual content.
    • Sextortion, sexual harassment, or endangerment of minors.
    • Facilitating child sex trafficking or illegal sexual activity involving minors.

3. Zero‑Tolerance Commitment

EMPATH enforces absolute zero tolerance for CSAE. We strictly prohibit:

  • Creating, uploading, sharing, storing, or promoting CSAM.
  • Grooming, predatory behavior, or inappropriate communication with minors.
  • Sexualizing, endangering, or exploiting children in any form.
  • Organizing or encouraging illegal acts that harm minors.
  • Assisting or enabling others to commit CSAE‑related violations.

4. Age & Safety by Design

  • Minors are provided with age‑appropriate safety settings and restricted access to high‑risk features.
  • AI users are programmed to avoid adult or sexual themes and to flag concerning behavior.
  • Servers in China and Russia comply with local data protection and child safety laws.

5. Content Moderation & Detection

  • Automated scanning combined with human review to identify CSAM, grooming, and predatory language.
  • AI moderation tools support detection and escalation of child safety risks.
  • Proactive removal of harmful content before public exposure.

6. Reporting Mechanism

  • One‑tap in‑app reporting for CSAE‑related concerns.
  • All child safety reports receive priority review.

7. Enforcement & Actions

Upon confirmed violation:

  • Immediate removal of harmful content.
  • Permanent suspension of the user account.
  • Preservation of evidence for authorities.
  • Mandatory reporting to relevant child protection organizations, local law enforcement, and competent agencies in China and Russia.

8. Compliance

EMPATH complies with:

  • UN Convention on the Rights of the Child (UNCRC)
  • Local child protection laws in China and Russia
  • International standards against CSAE and CSAM

9. Training & Accountability

  • All staff and moderators complete mandatory CSAE prevention training.
  • Regular audits to enforce policy adherence.
  • Continuous improvement of safety tools and policies.
